رادیو آزادی به اسنادی دست یافته که نشان می دهد، افراد مشخص در ریاست
کنترول و تفتیش افغانستان، از چند سال به این سو معاشات هنگفت به دست می
آورند. بر مبنای این اسناد، ریاست جمهوری افغانستان، از سال 1388 تا سال
روان هجری شمسی در دو حکم جداگانه برای این مقام ها یک مقدار پول را به
عنوان امتیازی منظور کرده است.
در این اسناد دیده می شود که بنابر درخواست اداره کنترول و تفتیش افغانستان، ریاست جمهوری این کشور، در ماه جوزای سال 1388 شمسی برای دو تن از معاونان این اداره در کنار پرداخت معاش ماهوار، پرداخت ماهانه مبلغ 25000 افغانی را برای آنان به طور امتیازی منظور کرده است.
در جواب به پیشنهاد دیگر ریاست کنترول و تفتیش در سال جاری شمسی، ریاست جمهوری پرداخت ماهانه مبلغ 150 هزار افغانی را برای رییس این اداره و مبلغ یک صد هزار افغانی را برای هر یک از دو معاونانش از کود 95 حکم داده است.
فدا محمد مدیر کنترول مشرانو جرگه افغانستان است، در این مورد گفته است:
«تقریباً سه سال است که آنان این پیشنهادات را کرده اند. سال اول به خود رییس عمومی 50 هزار افغانی بود سال دوم یک صد هزار به خودش و به معاونان اش 50 هزار و در سال 89 به خود رییس 150 هزار و برای هر یک از معاونین اش یک صد هزار مدد معاش پرداخته می شود.»
رییس خزاین وزارت مالیه افغانستان علت این مساله را چنین بیان می کند:
«معلوماتی که از جانب ریاست خزاین داده شده امضای من نبوده و امضای یکی از کارمندان بخش می باشد که بعداً ما آن را خواستیم. این اصلاً استعلام یا پیشنهاد است نه مکتوب که صادر گردد، امضای من باشد یا نه اما آمر رهنمایی و رییس تادیات ما به جای من امضا کرده اند.»
برای گنجانیدن عکس العمل مقام های ریاست کنترول و تفتیش در این گزارش، چندین بار با این اداره در تماس شدیم اما آنها حاضر به مصاحبه نشدند.
از سوی دیگر برخی از آگاهان به این باور اند که نظر به اقتصاد فعلی افغانستان، رییس جمهور نباید امتیازات فوق العاده و گزاف را برای مقام های دولتی منظور کند.
داوود سلطانزوی یکی از این آگاهان در مورد علت پرداخت این امتیازات چنین ابراز نظر می کند:
«من یقین دارم که در این بازی های سیاسی مطرح است، و برای اینکه دوستان سیاسی و نزدیکان تان را زیاد تربه خود نزدیک بسازید، و یک تعداد مردم دیگر را به خود جلب کنید، فهرست را تهیه کرده و می گوید که این افراد باید مکافات گرفته و معاشات شان ازدیاد یابد. این مساله در یک فضای ناشفاف، مکدر و زدو بند های سیاسی صورت می گیرد بنا نه برای حیات سیاسی و نه هم برای حیات اقتصادی افغانستان مفید است.»
